Mike Etzel is a dedicated Learning and Development Specialist Lead with the Office of Developmental Disabilities Services (ODDS). With over 14 years of experience in education, his work focuses on the careful design and implementation of training to support ongoing learning and development.

ODDS Training Unit

Elizabeth Obendorf is a Learning and Development Specialist at ODDS. She graduated from Western Oregon University and has been in the Learning and Development field in the past 5 years. Prior to that, she was an interpreter for 10 years who provided interpretation and translation services for Oregon's Cantonese and Mandarin speaking population at government, medical and education appointments.

Caitlin Shockley is the ODDS policy manager. Caitlin's been with ODDS since 2019. Caitlin's worked as a parent educator & special education trainer, DSP, services coordinator, and personal agent. She has three awesome kids and three dogs.

Emily Terry

Service Equity and Inclusion Manager

Office of Developmental Disabilities

Emily Terry (she/they) is a first-generation Mexican American, civil and human rights activist and an active anti-racist student. As a first-generation college graduate, Emily earned their BA at Western Oregon University and since has spent their career working in various roles in the I/DD system. Emily also works for a local non-profit organization that highlights and amplifies black and brown people, their voices and rights. Emily believes that joy can be the strongest form of resistance in times of hardship.
