Advancing New Mobility Options through Universal Basic Mobility: Lessons learned from Implementation of Mobility Wallets, Open Loop Technology, and electrified transportation options to catalyze Equity and Dignity


Universal Basic Mobility has emerged as an ecosystem approach to bring economic, health, and social benefits to transit-dependent communities. At its core, it is an effective strategy to promote equity and address the immobility of people. This session will share lessons learned from Americas largest UBM pilot including Phase I findings from the Mobility Wallets to deliver seamless interoperability between shared transportation options through one payment source. The session will also examine UBM strategies offering diverse transit choices for low-income customers and discuss future considerations for open-loop and account-based technology, enhancing system-wide interoperability across transit.

Hector Gutierrez Hector Gutierrez, LA Metro

Hector Gutierrez joined the Metro Office of Strategic Innovation as a Senior Manager in 2023, leading the Mobility Wallet pilot program. This initiative uses prepaid debit cards to facilitate transportation access for income-eligible participants. Previously, he spearheaded Metro’s Community Based Organization Partnering Strategy and projects enhancing equity fluency across the agency. With over 15 years of experience, Hector has collaborated extensively with community organizations, philanthropic bodies, and civic leaders to advance impactful policy solutions for low-income Californians in transportation and infrastructure. Hector holds degrees from UCLA and UC Berkeley.


Shirin Sadrpour Shirin Sadrpour, Los Angeles Department of Transportation

Shirin Sadrpour is an Environmental Affairs Officer with LADOT’s Bureau of Transportation Technology who has more than 15 years of experience in the environmental industry. Shirin supports LADOT’s Chief Sustainability Officer with the city’s newly established Shared Mobility Group. Shirin also supports and coordinates sustainability-related initiatives from the Mayor’s Green New Deal, and manages the CARB Sustainable Transportation Equity Project grant, a multi-agency and inter-departmental LADOT team that will develop and manage mobility wallet, community micro-mobility, on-demand micro-transit, an electric vehicle charging network, active transportation infrastructure and community outreach.


Lilly Shoup Lilly Shoup, Rebel

Lilly Shoup serves as a Managing Director at Rebel. She leverages transportation technologies to solve urban mobility challenges. With a background in transportation policy and planning in the United States, she works with public transportation agencies, mobility companies, and community-based organizations around the world to develop partnerships and implement programs. She specializes in leading high-profile and multidisciplinary projects focused on civic innovation, technology change, and public-private collaboration. As an avid cyclist, Lilly brings a focused determination to cross the finish line with grace and style.
