Zero-Emission Zones: The intersection of land-use, accessibility, and new logistics technologies


The growth of zero-emission (ZE) zones for city logistics requires understanding how they can sustainably reshape public space. Evaluating ZE-zone impacts on daily access and land-use organisation is vital. How might they limit access for logistics and essential services or impact mobility for residents with diverse needs? This interactive session examines practical implications of ZE-zones from various perspectives; city and national government ambitions, academic research on logistics sector innovations, and experiential research on human impact. Participants will learn to evaluate land-use and the impact of ZE-zones, and discuss sustainable development of equitable urban space.

Paul Buijs Paul Buijs, University of Groningen

Paul Buijs is an Associate Professor at the Department of Operations at the University of Groningen, where he also received his MSc degree in Industrial Engineering and Management and PhD degree. Paul studies innovations that aim to improve the sustainability of the logistics sector, particularly in the context of urban freight transport. He seeks to understand how these innovative solutions can work by being actively involved in their development, implementation, and evaluation. Paul has co-authored papers in several academic journals including Case Studies on Transport Policy, Renewable and Sustainable Energy Review, and the Journal of Business Logistics.

Gert Jan Prummel Gert Jan Prummel, Gemeente Den Haag

As Programme Manager, Gert Jan Prummel is responsible for sustainable logistics program. In Den Haag, a zero emission zone will come into force in 2025. This presents clear opportunities and challenges surrounding sustainability, particularly in the urban context of Den Haag's dense city center. At the same time, Gert Jan is also leading various initiatives for smarter logistics in Den Haag, drawing on his experience locally and nationally.


Erik Regterschot Erik Regterschot, Royal HaskoningDHV

Erik Regterschot studied urban planning and geography at the University of Groningen and the University of Reading (UK). At Royal HaskoningDHV, Erik is a project manager and Leading Professional in the field of Sustainable Transport. As project manager, Erik is responsible for various low- and zero-emission projects in the Netherlands and abroad, and is involved with the decision making processes for Zero Emission Zones in the 30 biggest Dutch cities. He is also one of the founders of the national Green Deal Zero Emission City Logistics. Erik works from a broad perspective nationally and internationally on multidisciplinary topics.
