Growing green transport across the delivery sector


Location: Oregon Convention Center - C-121

As growth in parcel delivery and third-party delivery services continues, the way people and goods move has shifted. Relying upon ICE vehicles for last-mile delivery poses challenges such as increased congestion, higher demand for curb space, and increased emissions. Transitioning to greener delivery vehicles like ZEVs and micromobility (such as e-bikes and cargo bikes) in cities offers an alternative that is better for people, places, and businesses. In this session, hear from Uber, design firms, advocacy groups, and city leaders about the challenges and opportunities associated with growing the adoption of green transport across the delivery sector.

Dr. Giacomo Dalla Chiara Dr. Giacomo Dalla Chiara, University of Washington

His research is at the nexus of urban data science, infrastructure design, and mobility behavioral science to redefine how urban logistics systems are designed to improve livability, sustainability, and equitable distribution of goods and services. Some of the research projects he led explored alternative modes of transporting goods in cities such as cargo e-bikes, introduced new methods to quantify delivery vehicles' externalities, pilot-tested innovative sensor networks to provide real-time parking information, and studied how a community-driven food rescuing and delivery systems can reduce food insecurity. His work has been published in leading scientific journals including Transportation Science, Transport Policy, and Nature’s Scientific Reports, and it was featured in popular media outlets. Before joining the Urban Freight Lab, he was a visiting research fellow at MIT's Intelligent Transportation System Lab and a President Graduate Fellow at the Singapore University of Technology and Design, where he received a Ph.D. in Engineering Systems Design.


Kim Lucas Kim Lucas, City of Pittsburgh

Kim Lucas serves as the Director for the City of Pittsburgh's Department of Mobility & Infrastructure (DOMI). As Director of DOMI, Kim oversees transportation investments and policies that support the physical mobility needed for the people of Pittsburgh to pursue the economic mobility they aspire to. Key initiatives of the department at present include design and implementation of a “complete network” that serves all modes and encourages more sustainable travel choices; resiliency projects to address issues related to landslides and incidents of flooding; policies and programs to manage emerging transportation including shared services and autonomous vehicles; and strategies to address long term maintenance and funding concerns. Prior to this role, Kim was the Sustainable Transportation Branch Manager with the District Department of Transportation, Planning & Sustainability Division, in Washington, D.C. where she led a team responsible for overseeing the planning and implementation of the shared micro-mobility; freight & urban delivery; and transportation demand management programs. Kim began her career in transportation with her stint as a student bus driver at the University of Virginia, and has worked in the cornerstones of transportation planning: the public and private sectors, advocacy, and research.


Bill Nesper Bill Nesper, League of American Bicyclists

Bill has over twenty years of experience at the League ranging from membership and development to leading the League’s flagship Smart Cycling education and Bicycle Friendly America programs before being appointed Executive Director in 2017. A national leader in bicycle programming, planning, and policy, Bill has supported agencies, businesses, and organizations in taking Bicycle Friendly action, supported local and state advocates in their efforts, and contributed to bicycling policy development and planning guidance at all levels. As Executive Director, Bill has a passion for supporting the incredible staff, building stronger partnerships, and making the League more effective at building a bicycle-friendly America for Everyone. He holds a BA in History from the University of Florida and an MA from George Mason University.


Graham Pointer Graham Pointer, WSP

Graham is an urban geographer and policy executive who is passionate about improving how places work for people. He brings a strategic and well-rounded view of the sector through a multi-faceted career in the Australian and UK public service, an executive role at a leading worldwide consultancy, ongoing engagement with industry groups and continuing professional development as a planner and a geographer. Graham is the lead author of white paper-style reports - Future Ready Kerbside; and Future of Delivery – and is looking forward to connecting with peers during the conference!


David Vega-Barachowitz David Vega-Barachowitz, WXY Architecture + Urban Design

David Vega-Barachowitz joined WXY in 2019. He is a recognized leader in transportation and land use planning and has extensive experience working with cities and public sector clients. At WXY, David leads planning and urban design efforts including the Downtown Davenport Master Plan in Iowa and the Hudson Square Streetscape Plan for the Hudson Square BID. David is the former Director of the Designing Cities Initiative at NACTO, where he spearheaded the production of NACTO’s Urban Street Design Guide and Urban Bikeway Design Guide. He also served as Senior Urban Designer at the New York City Department of Planning where he launched the agency’s computational design practice and has worked with NYCHA to create guidelines for infill development and neighborhood planning. David received a Master of City Planning degree from MIT and Bachelor of Arts degree in Urban Studies with Architecture from Columbia University.
