Parking Lots to Building Lots? - AVs, Parking Demand, and Impacts on Development


Location: Oregon Convention Center - C-124

Studies have predicted a range of changes to parking demand based on AV deployment. This session will unpack those findings, discuss the variables that might impact AV-related parking demand, and report on a new study looking at the impacts AV-related parking reductions might have on residential and commercial development in three areas of San Francisco. We will then discuss what these results might mean in different cities, in central cities vs. suburbs, and what the public and private sector might do to achieve community goals around these topics.

Ian Carlton Ian Carlton, ECONorthwest

Ian Carlton, Senior Economic Advisor at ECONorthwest and co-founder of MapCraft Labs, focuses on equitable development planning and implementation. Based in Portland, Oregon, Ian has worked with transit agencies, jurisdictions, federal departments, and NGOs nationwide to foster sustainable urban development. As a former real estate investor, Ian helps policymakers and stakeholders understand the complex and context-specific factors that influence real estate outcomes. He is an adjunct professor of real estate development and planning and member of ULI’s National TOD Council. Ian is passionate about helping people make informed choices and fully implementing their urban visions.

Arielle Fleisher is a transportation strategist with a unique combination of public health, design thinking, and planning expertise. In her current role as the City Policy Strategist at Waymo she develops policies on the transportation issues that matter to cities.


Nico Larco Nico Larco, Urbanism Next Center / University of Oregon

Nico Larco, AIA is a Professor of Architecture and Urban Design at the University of Oregon where he is the Director of the Urbanism Next Center and Co-Director of the Sustainable Cities Institute. Urbanism Next is focused on how technological advances such as new mobility, autonomous vehicles, e-commerce and the sharing economy are changing city form and development. Prof. Larco assists cities and projects with future-proofing, has run workshops and charrettes nationally and internationally on this topic, and is currently coordinating work in this area with various municipal and state agencies across North America and in Europe.
