The only constant is change: Planning for an unstable future


Location: Oregon Convention Center - C-120

Public agencies around the world have been working to respond to the COVID-19 pandemic’s impacts on communities – as well as a host of other disruptions caused by social, technological, economic, and environmental change. This session explores how three different agencies – Caltrain, Portland Metro, and the Sacramento Area Council of Governments – responded to the pandemic and are working to meet the changing needs of their communities in the post-pandemic world. It concludes with an integrated approach that can be used by agencies and local governments to proactively monitor, prepare for, and respond to disruptive change.

Lauren Batalias Lauren Batalias, Sacramento Area Council of Governments

Lauren Batalias is the Senior Program Manager of Innovative Mobility at the Sacramento Area Council of Governments, where she manages the Next Generation Transit and Innovative Mobility programs, overseeing major planning studies for the Sacramento region through an equity and sustainability lens. With many years of experience as a transportation, land use, climate policy advisor, and government relations lead, Lauren thrives upon bringing together partners with differing interests to agree upon common goals. Lauren has a law degree with a focus on environmental justice from Rutgers School of Law in Newark, New Jersey, and is a former Seattle Planning Commissioner.


Eliot Rose Eliot Rose, Metro

Eliot Rose is a transportation planner at Metro. His portfolio at Metro includes emerging mobility and data sources, transportation equity, capital projects, and regional planning. Prior to joining Metro he worked as a consultant, helping transportation agencies across the U.S. tackle pressing issues like climate change, public health, and equity.


David Rouse David Rouse, David Rouse FAICP

David Rouse, FAICP, ASLA is a consultant, educator, and author with over 40 years of experience in urban and regional planning and design. He previously served as Managing Director of Research and Advisory Services for the American Planning Association in Washington, DC, before which he was a principal at Wallace Roberts & Todd (WRT) in Philadelphia. David’s areas of expertise include comprehensive planning, green infrastructure, and planning for emerging technologies and other drivers of change.


Sam Sargent Sam Sargent, Peninsula Corridor Joint Powers Board

Sam Sargent serves as Director of Strategy and Policy for Caltrain. Prior to joining the railroad’s executive team, he served as Director of Strategy, Director of Government Affairs, and Deputy Chief of Staff for Capital Metro in Austin, Texas. Sam holds a Bachelors and law degree from Boston University. An Austin native, he is a Mass Transit 40 Under 40 and Railway Age 25 Under 40 award winner. Sam lives in the Bay Area with his wife and energetic dog, Gracie. When he is not working on the railroad, you can find him running, reading and exploring California.
