Getting Real: Involving Innovation Teams in Deployments

The mandate of Innovation Teams in government is clear: take strategic risks to improve performance against desired outcomes and adapt to a changing world. But in the transportation space -- where so many goals, modes, models, and approaches intersect -- the work can take many forms. On this panel, we reflect on how I-Teams are best deployed to meet high-stakes goals, highlight I-Team project success stories, and pick innovative technologies and aspirational policies that are ripe for piloting or ready for scale.

Jameson Auten Jameson Auten, Lane Transit District

Jameson T. Auten is the CEO and General Manager of Lane Transit District, serving the Eugene-Springfield, Oregon Metropolitan Area. He leads LTD’s 330 employees who connect our community aboard the District’s buses that serve 32 neighborhood routes and three bus rapid transit routes known as EmX. Jameson joined LTD in November 2022 after serving as the Deputy CEO and Chief Operating Officer with the Kansas City Area Transportation Authority. He began his transportation career in 2001 with the GRTC Transit System in Richmond, Virginia. His past executive management experience includes strategic planning in the field of transportation demand management and development and implementation of strategic marketing campaigns designed to reduce single occupant commute modes. Jameson is very active in the public transportation industry, including the American Association of Public Transportation and the National Academies of Sciences. He is a 2014 graduate of Leadership APTA and is the Chair of APTA’s Mobility Management Committee. Jameson earned an MBA from Virginia Commonwealth University and a bachelor’s degree from California University of Pennsylvania (PennWest).


Nolan Borgman Nolan Borgman, Southern California Association of Governments

Nolan V. Borgman recently joined the Southern California Association of Governments (SCAG) as a Planning Supervisor on the Partnerships for Innovative Deployment team. Prior to joining SCAG, he was a Manager in Metro’s Office of Strategic Innovation (OSI), where he led Metro’s Unsolicited Proposal (UP) Program, which allows outside parties to submit project proposals to Metro for formal consideration. The UP Program has helped shape a diverse portfolio of projects totaling over $10 billion, including the Sepulveda Transit Corridor Pre-Development Agreement, West Santa Ana Branch Public-Private Partnership, and Metro Micro. Through this program, Nolan oversaw the review of over 250 proposals and led resulting projects including the Zero Emission Bus Business Case & Delivery Strategy, Los Angeles Aerial Rapid Transit, and award winning Camera Bus Lane Enforcement and Drone Data Collection programs. Nolan Chaired the Retention Subcommittee of the Bus Operator Hiring and Retention Task Force, co-founded the Metro Emerging Professionals Association, and participated in the Women and Girls Governing Council. He is a graduate of both the Metro Leadership Academy and EnoMAX program. Nolan joined Metro as a Trainee in the Management Audit Services Department after completing the Coro Fellowship in Public Affairs in Los Angeles. Before joining OSI, he was a Transportation Planner in the Office of the CEO/Board Relations staffing three different CEOs. He graduated cum laude from Occidental College with a Bachelor’s Degree in Urban and Environmental Policy.


Christina O'Claire Christina O'Claire, King County Metro

Christina O’Claire leads King County Metro’s Mobility Division, which ensures that customers can easily access and use Metro’s transportation services, pay their fare, and utilize the region’s system of public transit options. Chris’ Division Director role is to oversee the planning for the fixed-route system and the integration of all modes of transportation, ridership growth, and development of new mobility markets. She also oversees the customer services for Metro’s full suite of mobility solutions, and the delivery of all contracted transportation services including the Access paratransit service and the nation’s largest vanpool program. Chris’ enthusiastic leadership of the agency’s mobility transformation - including advancing social equity and universal accessibility – enables people to travel farther, faster, and more easily throughout King County. As Metro has adapted policies around equity and sustainability, one of her main roles is to work across the organization to innovate on practices, programs and procedures that lead to the implementation of new policies.


Rick Woidyla Rick Woidyla, Verizon

Rick is a principal architect at Verizon in the Industrial IoT and Automotive organization. He works directly with OEMs, Tier 1 suppliers, and start-ups to innovate how the connected vehicle of the future will communicate. He has spent the last decade working on smart city solutions with a focus on intelligent transportation, sustainability and public safety. Rick brings 20+ years of IoT/M2M and SCADA experience to Verizon. He recently completed MIT’s program “Internet of Things: Roadmap to a Connected World”. He is a veteran of the United States Marine Corps and currently serves on his local planning commission.
