Police Sergeant - Downtown Bike Team

Julie Smith is a Sergeant with the Eugene Police Department. She is currently assigned as the Sergeant of the Downtown Bike Team where she supervises 9 police officers. Julie brings twenty six years of law enforcement experience. Her past assignments with the Eugene Police Department include: Patrol, the University of Oregon Campus Patrol Assignment, The Downtown Bike Assignment, she was a Property Crimes Detective for eleven years, a Background Investigator for sixteen years, and an Arson Investigator. Sergeant Smith has served as the Department Composite Sketch Artist since 2006. Sergeant Smith worked as the lone downtown bike officer back in 2000 and 2001. She worked on the re-opening of the downtown mall project and she helped establish the graffiti task force and what is now known as the Huckleberry Team. In 2016 Sergeant Smith developed and initiated the Community Outreach Response Team (CORT). This team focuses on community members who are the highest utilizers of the criminal justice system who frequent the downtown area. CORT works with the community member to problem solve and address underlying needs which are causing them to offend. This approach is a collaboration which has shown to reduce recidivism by 95%.
