Description:Charter schools are entitled to reasonably equivalent facilities from their district. Districts must treat charter and non-charter school students equitably in the allocation of facilities. We will help schools determine what they can get under Prop. 39 and the SBE regulations and how to negotiate the law's gray areas. If you are a charter school developer or an operating charter school you will benefit from this workshop -- whether conversion or start-up, whether already in a district facility or not.

If you anticipate that your district will offer use of a facility, you will benefit from attendance. Be prepared to respond to the district’s facilities use agreement and understand all the legalese. We will provide tips for negotiating an agreement that protects the charter schools’ rights -- whether conversion or start-up. Learn to negotiate shared use agreements, reduce the pro rata share and oversight charges, and to leverage the best agreement possible for your school.

The traditional counseling system is plagued by large numbers and few interactions. Our school has implemented a faculty mentoring system, which includes a nurturing environment for families and students, while simultaneously strategically allocating resources. This model has positively impacted students’ learning and guides them from the transition to high school through college applications. The mentoring system includes: personalized learning plans for all students, on-going academic support, student/family advocacy, and the development of significant relationships.

Based on recent research from UCLA and USC, schools can improve achievement through building social capital and social networks. This workshop will analyze how one school applied this research to build an advisory program that does more than just “make you feel good.” They lowered drop out rates and helped all students be college ready and college bound!

Description:This presentation is a primer on tax-exempt bond financing for charter school financings for acquisition and/or improvement of real property and/or facilities that will outline the elements of tax-exempt bond financing, and the roles and obligations bondholders and bond counsel, underwriter and underwriter's counsel, the bond issuer and issuer's counsel, and the charter school and its counsel. Increasingly, charter schools use tax-exempt bonds to finance facilities. This panel will discuss the factors that determine access to the market, how the market works, how interest rates and costs are determined and generally what schools should be aware of when they go to the market. District schools sold over $80 billion in bonds in 2008. Charter school volume will top $500 million in 2008. This panel will focus on the unique problems facing charters as they enter the market.
