The Koret Foundation has implemented what we believe to be a superior strategy leading to an education reform program with impact. Specifically, we envisioned, funded, and continue to support the Koret Task Force on K-12 Education at the Hoover Institution at Stanford University, a results-oriented group of education leaders and scholars from a variety of disciplines.

The Koret Task Force is a great example of applied scholarship. The group disseminates its policy views not only through scholarly writings, but through opinion pieces that frequently appear in the mainstream press, through books, and through the top-rated quarterly, Education Next, for which the Task Force serves as editorial board. In addition, the Koret Task Force has been called in to consult with the states of Florida, Arkansas, and Texas to improve education policy, and individual members have advised at the national level, including the U.S. Department of Education and the U.S. House of Representatives Committee on Education and Labor.

The Koret Foundation's investments in the K-12 arena follow the Task Force's assessment that choice, accountability, and transparency are critical common factors in successful school systems. Thus, to expand school choice we fund charter schools that focus on measurable achievement, encouraging development and dissemination of replicable models. Placing competitive pressure on public school systems leads to sustained educational gains for all students. We also support private voucher programs, extending the choice to attend private school to disadvantaged students who are academically qualified for admission. This market-based education policy is a fundamental tenet of our commitment to an improved overall system.

Programs that recruit, prepare, and support excellent teachers and principals have also been shown to improve academic outcomes, especially in disadvantaged school districts. These programs help measure teacher effectiveness, generating research that can improve our entire system. In addition, Koret supports think tanks, research institutes, and other policy organizations to effect change at a systemic level.

The fix for broken schools is not simple. It requires instilling a strong accountability system, strengthening the incentives to improve student and teacher outcomes, and making the operations of schools adequately transparent so that all interested parties can readily understand individual school performance. If we remove the obstacles that keep our schools from succeeding, our young people and our country are sure to benefit significantly.

In addition to the high priority we place on K-12 education reform, Koret focuses on economic expansion in Israel and strengthening Bay Area communities. We support local arts and civic institutions, colleges, universities, and community organizations to ensure a vibrant cultural and intellectual landscape; we bolster visionary organizations that are both innovative and effective in meeting community needs; and we extend this trust in local solutions to Israel, where we believe economic stability and free-market expansion offer the best hope for a prosperous future.
